Why doesn't the status indicator light on the WTR RX turn on even with the battery installed?

The included CR2 lithium battery for the WTR RX is wrapped with a clear plastic that needs to be removed before inserting it into the device.
Although the battery supplies power to the WTR RX, the shutter button on the device can still operate without the battery installed but will not respond to any signals transmitted from the WTR TX.
